So in main 3d panel the animator sees the character and in the side panel you see sliders. Then on a seperated window or another 3d panel frames these controls only. I hope someone can come up with the video but, what I have seen was the rigger sets up the driver controls (and the associated bones), adds a ui shape from a mesh object. Again I dont use maya but from what I have seen in videos, you just utilize a different window for the controls nothing special. I am not a rigger (I just do simple game rigs) but I have seen this done in blender. You just want bone/shapekey drivers which are bound to sliders.
